The new European Packaging and Packaging Waste Regulation — known by the acronym PPWR — entered into force on 11 February 2025 and is redefining the rules of the game for the entire supply chain: from food producers to suppliers of packaging machinery and materials.

For companies in the seafood, dairy, meat and fruit and vegetable sectors — all markets in which Subba operates every day — this is not a simple bureaucratic evolution: it is a structural transformation that calls for concrete and timely technology choices.

What does the PPWR provide for?

The regulation sets binding requirements along four main axes:

Redesign of materials and formats: non-recyclable multilayer films, formats with excess packaging (over-packaging) in single-serve and secondary packs, and single-use plastics for food and beverages in food service will be banned or restricted.

Effective recyclability and mandatory recycled content: by 2030 all packaging must be designed to be recycled, with minimum percentages of recycled plastic in food-contact materials (such as rPET in trays).

Reuse obligations in specific channels: the PPWR introduces minimum quotas of reusable packaging for food service, delivery and large-scale retail, favouring refillable or returnable formats.

Uniform labelling and mandatory ecodesign: every package will have to carry harmonised EU-wide information on recyclability, material and compliance with ecodesign rules.

What opportunities open up for food companies?

PPWR compliance is not just an obligation: it is also a competitive lever. Companies that invest now in sustainable packaging solutions position themselves better with large-scale retailers and international importers, who are increasingly attentive to environmental certifications.

On the technology front, the regulation is accelerating demand for flexible, connected machinery compatible with eco-sustainable materials such as mono-material films, paper trays and bioplastic-based materials. Packaging lines must be able to change format easily and collect precise data for traceability and sustainability reporting.

How do companies working with Subba adapt?

Thanks to its network of international partners — including ULMA Packaging, G. Mondini and Sealed Air — Subba is able to guide companies in southern Italy (Sicily, Calabria, Puglia, Basilicata) towards concrete solutions:

Tray sealers for paper trays and formats with reduced plastic content

Thermoformers compatible with mono-material and recyclable films

Flow-pack lines with sealing technologies for trayless packaging

Labelling and traceability systems compliant with the new EU obligations

Failing to adapt is no longer an option.
